The film begins with a young boy, identified as Balaji, administering poison to his mother, all the while thinking that he is only giving her medicine. It is from this boy's perspective that director Anjana narrates the story of Veppam.

Balaji(Muthukumar) grows up to be a painter after the death of his mom, thanks to the efforts of a painter residing in the same slum. Incidentally, the painter who teaches Balaji his trade also happens to be the dad of Revathi (Nithya Menon).
There are two other members in Balaji's family who play crucial roles in the film. One is Balaji's dad jothi(Shimore)who, after deserting his family, turns into a pimp and the other is Balaji's younger brother Karthik(Nani), who is in love with his childhood friend Revathi.

Karthik also has a friend called Vishnu (Karthik) who is in love with Viji (Bindu Madhavi), one ofthe girls forced into prostitution by Jothi.
Apart from these characters, there are also two other gangs dealing in drugs. While one is headed by Ammaji, the other is headed by Bhai. Both gangs are at loggerheads.

Balaji hates Jothi from the bottom of his heart for deserting the family. He seeks to keep his younger brother away from his dad, who he knows will sacrifice anybody for the sake of money.

It is at such a time that Jothi realises that he can make more money in t he drug business than as a pimp
